NOFA started with presenting his plan to approx. 5 stakeholders.  Later more stakeholders were involved.   The process is a combination of top-down and bottum-up.

NOFA is focussing on inhabitants (housing), on entrepreneurs (a regional economic master plan) and on visitors (a tourism plan).  But to realize a quick win NOFA starts with the target group visitors.
